Assistance to the States-General on the states general Expo

E poi la partecipazione, perchè queste giornate non siano un'occasione isolata: si può in breve tempo attivare una consultazione vera. Non solo con plenarie e la partecipazione universale, ma anche con gruppi di lavoro, documenti tematici, obiettivi a termine. An example? Milano, 14/07/2009. Presenti agli Stati Generali indetti da Regione e Comune, ma per partecipare davvero alla realizzazione dell’Expo chiediamo un confronto permanente, trasparente e diviso per tavoli tematici con i soggetti sociali. Questa la principale proposta che Legambiente e tante altre associazioni e ong presenteranno in occasione dei prossimi Stati Generali in programma a Milano il prossimo 16 e 17 luglio. Per l'occasione è stato aperto un sito web: www.legambienteexpo.org .
Ne hanno parlato questa mattina in una conferenza stampa, Andrea Poggio, Vice Direttore Nazionale di Legambiente, Damiano Di Simine, presidente di Legambiente Lombardia, Emanuele Patti, Presidente ARCI Milano, Angelo Marchesi, presidente AIAB Lombardia (agricoltori biologici) e Lele Pinardi, presidente di Colomba, il coordinamento delle ONG e delle associazioni di cooperazione della Lombardia.

“Siamo abituati a prendere seriamente le proposte che vengono fatte dal Sindaco e dal presidente della Regione. Il dossier di candidatura illustra un Expo della sostenibilità. Proposta C: Diffusione del biologico locale nelle mense.
A Milano la qualità delle decine di migliaia di pasti serviti nelle mense delle scuole milanesi può fare la differenza: la sfida di nutrire il pianeta comincia dai piatti dei nostri bambini. Per questo Legambiente, insieme ad AIAB, MDC e associazioni di genitori, chiedono alle istituzioni milanesi e lombarde di introdurre nelle ricette i prodotti di agricoltura biologica e di filiera short (the 'zero km' of the food does not go through half the world before arriving in the pot), which means healthier foods, nutrients and low environmental impact.

Progetto 1: Green Life - Costruire Città Sostenibili (già avviato)
Una Mostra Internazionale ed un percorso culturale che si aprirà nel febbraio 2010 alla Triennale di Milano. La mostra durerà 45 giorni, e metterà in mostra i quartieri e le architetture più innovative realizzate nelle città del mondo e in Italia nell’ambito della progettazione architettonica per creare eco-sistemi urbani sostenibili per il pianeta. Intendiamo con questo partecipare alla definizione dei criteri di progettazione per le infrastrutture dell'Expo (vedi scheda ).

Progetto 2: Da www.stopthefever.org , the local website of commitments to sustainability (September 2009)

Progetto 5: Il Parco dell’Expo (già avviato)
Il progetto di compensazione ecologica “Parco dell’Expo” si propone di vincolare a 'trasformazione ecologica' una superficie di territorio doppia rispetto a quella del suolo che verrà utilizzato per creare i quartieri espositivi, che deve essere acquisito e 'rinaturato' attraverso un intervento di carattere forestale, con onere a carico della trasformazione urbanistica. A ridosso dell'area Expo esiste un vasto ambito di 750 ettari, quasi totalmente Parco Agricolo Sud Milano ed innervato da una fitta trama di vie d'acqua, che si presta a dare corpo al “Parco dell’Expo”: un grande 'sistema verde' di 150 ettari di prati, filari, boschi e siepi che lo colleghino a Milano, potendo contare sulla animazione da parte delle associazioni locali, sulla collaborazione delle imprese agricole e su standard di qualità di progetti e interventi quali quelli realizzati fino ad oggi dal CFU – Boscoincittà di Italia Nostra (vedi scheda ).

Progetto 6: Ecoturismo per l'Expo
Legambiente è da anni impegnata nella diffusione della certificazione dell'accoglienza turistica: allo scopo ha definito due progetti, uno per Milano ed uno per la ricettività diffusa nel Parco Sud, in vista dell'Expo con lo scopo non solo di qualificare dal punto di vista ambientale l'esistente, ma anche creare una nuova offerta convertendo le strutture edilizie esistenti, in città e nell'hinterland agricolo (vedi scheda ).

a GMO or genetically modified organism is a living being whose genetic heritage has been artificially modified by special genetic engineering techniques that allow the addition, alteration or removal of genes, then character-specific.


Current techniques and modern genetic engineering techniques allow you to insert into the genome of an organism from fragments of DNA from other living beings. This is the way in which they are created through genetic engineering. DNA created as a result of this process is called recombinant DNA. These fragments are then inserted into a vector by another enzyme (DNA ligase). Vectors can be plasmids, or small molecules of DNA, or structures derived from viruses.

Se da una parte gli OGM presentano una serie di vantaggi a livello aziendale e produttivo, dall’altra sono soggetti ad una serie di rischi di impatto ambientale e sulla salute umana. Scarsamente solubili in acqua, tendono a concentrarsi nel tessuto degli esseri viventi (bioaccumulo). Per queste sue proprietà, il DDT irrorato in passato nelle piantagioni di cotone può ritrovarsi oggi nel latte delle donne eschimesi.


La sporca dozzina


Tradizionalmente i POP sono un gruppo di dodici, fra composti e classi di composti, noti come "la sporca dozzina" (the dirty dozen), verso i quali la comunità internazionale ha posto in essere numerose azioni per ridurre o eliminare il loro rilascio nell'ambiente.

Tutti i composti chimici hanno un nome che serve ad identificarli in modo inequivocabile. DDT è l'abbreviazione del nome scientifico diclorodifeniltricloroetano (un nome che, per quanto lungo, ancora non distingue il DDT dai suoi isomeri). DDE è il nome dato al metabolita principale del DDT, che condivide con esso diverse caratteristiche fra cui la persistenza.
 


 
Uso del DDT e le sue conseguenze

Il DDT o Diclorodifeniltricloroetano è un composto organico appartenente al gruppo degli organoclorurati, in passato ampiamente utilizzato come insetticida e, a seguito della sua riconosciuta tossicità, bandito in molti paesi. La molecola del DDT fu sintetizzata in laboratorio nel 1874 e solo nel 1939 ne fu verificata l’efficacia neurotossica contro zanzare, Mosche tse-tse, Pulci e pidocchi. Il DDT fu rapidamente adottato in ambito agricolo nel trattamento del suolo e delle sementi, e in campagne di prevenzione sanitaria, soprattutto per l’eradicazione della malaria, trasmessa dalla zanzara Anopheles, but also of the typhoid, yellow fever and other insect-borne diseases endemic in tropical areas. In the past most of the DDT was used in agriculture, today the use of DDT to control the spread of disease, requires a small fraction of the amount used in the past and is therefore less likely to cause environmental problems. Swaziland, Mozambique and Ecuador are examples of countries where DDT has effectively contributed to reducing the incidence of bad air. There are alternative insecticides to DDT that are generally more expensive and this limits their use in poor nations and in those areas where the fight against malaria does not receive sufficient financial support. In many African countries the problem posed by malaria is considered much more of the potential dangers that the use of DDT may cause.
DDT was banned in 1972 by the United States and most industrialized countries. However, it is still used in many third world countries, mainly because it is cheaper than other pesticides more recent formulation. In these countries, studies have shown the presence of residues of DDT in breast milk, with risk to breastfed babies, in addition, the export of agricultural products sprayed with the pesticide to Western countries to determine whether the re-entry even if it is was strictly forbidden.

1. Non ho niente contro i sondaggi. Ma il sondaggio come forma di consultazione delle scelte di governo, oltre ad alludere ad un potere concentrato nelle mani di un sol uomo, rischia di darci un'idea assai distorta delle aspettative di Milano dall'Expo. Eppoi, cosa si “vota”? Stando alle anticipazioni dei giornali (vedi in proposito anticipazioni de Il Giornale ) si dovrà scegliere tra nuovo ortomercato, nuovo tribunale o cittadella dell'innovazione. Ultimo tema, come alla maturità, quello libero. Non saprei cosa votare. Non riesco ad immaginarmi una città senza frutta e verdura, così come senza giustizia. E un voto raccolto così non sarà di grande utilità per il decisore.
2. Cosa fare allora? Una consultazione vera , anche con sondaggi, ma ponendo domande diverse alle professioni, alle categorie economiche, alle forze sociali, ai rappresentanti istituzionali e anche alle associazioni. Un centinaio di associazioni e di ONG di cooperazione stanno in questi giorni chiedendo al Commissario, al Sindaco di Milano e ai Presidenti di Provincia e di regione di insediare la “Casa delle Associazioni” e il “Centro per lo sviluppo sostenibile” di cui hanno in animo di far parte ( vedi qui ).
3. Ma prendiamo per buona la proposta di una consultazione e cerchiamo di dire la nostra. Primo suggerimento: prendetevi il tempo di consultare davvero e di raccogliere buone idee sul da farsi. Si è perso un anno, ora non si può decidere in una settimana. Sì, ci vuole il tempo di spiegare meglio il “come” più ancora che il “cosa” metterci nel “buco” liberato dall'Expo a fine 2015. L'Expo non potrà risolvere il problemi della Milano di oggi e di domani, ma potrà contribuire ad una Milano più bella se gli interventi fatti in suo nome esemplificheranno nuovi modi di disegnarla, di costruirla e di viverla (una proposta di come lavora una consulta la trovi qui) .

5. Seconda questione: gli orari . L'ortomercato vive dall'alba sino a metà morning. How to make it live in the afternoon and evening? 8. La compensazione ecologica preventiva . Legambiente ha proposto e sta raccogliendo firme per una legge regionale di iniziativa popolare che obblighi chiunque costruisca, oltre al rispetto degli standard, di investire ad attrezzare biodiversità (boschi), verde fruibile o verde agricolo, almeno il doppio della superficie costruita. E il tutto, prima di aprire il cantiere ( vedi in proposito ). E' già legge in Germania, grazie all'allora ministro Angela Merkel. Chiediamo la stessa cosa per l'Expo. Decine di milioni di euro da investire in cintura verde in e attorno Milano. Crediamo che si possano trovare volontari (ci candidiamo) e sponsor per incrementarlo anche oltre a quanto saranno obbligati i fortunati che hanno avuto, grazie all'Expo, trasformati da verde ad edificabile le loro aree.
9. Cosa fare al posto dell'Ortomercato attuale? Stando ai giornali si parla solo di perequazione: cioè, mi costruisce l'ortomercato e in cambio avrai tante belle volumetrie sull'interessantissima area del mercato attuale. A nostro parere c'è tanto spazio, ma proprio tanto, per garantire anche e soprattutto una spina verde che dalle aree agricole del Parco Sud Milano si inserisca nel cuore della nuova città di Milano che sta sorgendo a Sud Est: i grandi quartieri e i grandi spazi non occupati dalla nuova Rogoredo, sono lì a gridare vendetta sulla leggerezza delle scelte del precedente Sindaco di Milano Gabriele Albertini.

Sembra, perchè ancora non si sa nulla delle deleghe e di come va la capitalizzazione. Insamma, non si sa ancora quando la società sarà operativa. Ma l'accordo politico sembra fatto, torna l'armonia tra le istituzioni (salvo la Provincia, c'è la campagna elettorale) e tornano le dichiarazioni di apertura da parte del Sindaco Letizia Moratti.

Ecco perché questo è l'ultimo appello. Alla classe dirigente milanese e lombarda e al Sindaco di Milano in particolare, che ci chiese al tempo del dossier di candidatura la disponibilità ad una partnership.
Con Libera abbiamo chiesto forme di partecipazione e sensibilizzazione alla cultura della legalità e controllo delle infiltrazioni mafiose. Insieme ad altre associazioni, una trentina, ambientaliste e non, insieme alle organizzazioni non governative italiane impegnate nella cooperazione in tutto il mondo abbiamo chiesto una cosa precisa e ora pretendiamo una risposta altrettanto precisa. Abbiamo chiesto di costituire al più presto il Centro per lo sviluppo sostenibile che deve prendere il posto della torre – grattacielo nel quartiere espositivo. Abbiamo chiesto di creare subito la Casa delle associazioni che, come a Saragoza, possa divenire l'occasione di partecipazione, incontro e scambio della società civile del territorio con i popoli della terra che verranno a Milano nel 2015. Abbiamo chiesto un crescendo di appuntamenti e scambi internazionali che porti davvero l'Expo a divenire la grande assemblea dei popoli della terra in occasione del dibattito Onu sulle sfide del Millennio che si terra in quei mesi tra 6 anni. Abbiamo chiesto di ritrovare lo “spirito” dell'Expo richiamato persino dal Cardinale di Milano, Luigi Tettamanzi, per richiamare l'attenzione sugli ultimi tra i cittadini di Milano, perché anche loro in questi anni di crisi devono sentire che l'Expo può rappresentare una risposta.
Con umiltà e fermezza. Umiltà perché non saranno mai le associazioni e le ONG da sole a fare l'Expo. Ma anche con fermezza, perché in questo anno di mancate risposte e di risse si sta erodendo la fiducia. In quest'anno, tutto e tutti hanno potuto usare l'Expo per ideale o per interesse, per bieco vantaggio o per slancio generoso. Ora la crisi impone, anche a noi, una scelta radicale. Insomma quella disponibilità, ormai non più solo nostra, a sviluppare partnership con Milano Expo chiede risposte chiare e concrete, in mancanza delle quali, ognuno proseguirà per la sua strada, noi ad occuparci di alimentare il mondo e sviluppare energie rinnovabili, altri a costruire autostrade. E vedremo quanti dei 29 milioni di visitatori verranno a percorrere.

I partiti d'opposizione, con i loro gruppi consigliari, mostrano i primi importanti segnali di interesse per le posizioni espresse dal coordinamento delle associazioni. Si apprezzano le proposte giunte ad esponenti della società civile ma è giusto che nella scelta del rappresentante di Milano nella società dell'Expo sia rispettato lo Statuto del Comune che prevede appunto proposte del Consiglio e nomina del Sindaco.

Ci troviamo in assemblea il 14 per le seguenti ragioni:

2. No alle vie d'acqua, sì al ripristino e valorizzazione del reticolo di canali e corsi superficiali esistenti o abbandonati, come dichiarammo nelle osservazioni dell'agosto 2007 e come furono parzialmente introdotte nel dossier di candidatura.
3. Sì al recupero pieno e multifunzionale delle cascine e delle imprese agricole di Milano e della cintura (rete dei parchi a cominciare dal Sud Milanese).

Ottimo, speriamo sia l'inizio di un percorso non più solo parallelo, ma unitario.

"Facciamo l'Expo giusto" è il titolo di un appello che circola da un paio di mesi e che è stato reso pubblico da Repubblica domenica 8 marzo . Un centinaio di associazioni, alcune già coordinate tra loro, hanno deciso di partire con la preparazione l'Expo 2015 sui temi "Nutrire il pianeta, energie for life. • Garantire la verifica partecipata delle decisioni rispetto agli obiettivi socio ambientali definiti nel Dossier di candidatura e ai criteri di sostenibilità.
• Per questa ragione è indispensabile: a) tempestività e b) massima trasparenza (anzi collaborazione!) con tutti i livelli operativi preposti alla preparazione infrastrutturale e alla gestione dell'Expo.
• Dovrà garantire la assidua consultazione dei principali soggetti istituzionali e corpi sociali maggiormente interessati e strutturati,
• ... ma permettere anche l'ascolto del singolo cittadino.
• Si propone una Consulta ristretta, che lavori con assiduità, e un Forum allargato (prevalentemente internet) con una ssemblea annuale.
• Si propongono regolamenti di funzionamento a partire dall'esperianza piemontese (Olimpiadi invernali) e dai processi partecipativi di Agenda 21.

Chissà quando si potrà discutere di queste proposte: più tardi parte l'Expo, più ci sarà da recuperare anche sul terreno della partecipazione!

In occasione dell'edizione 2008 del Premio Innovazione Amica dell'Ambiente Legambiente annuncia che dal 2009 dedicherà una sezione del premio all'edilizia lombarda proprio in riferimento all'Expo e lancia contemporaneamente il progetto Green Life con La Triennale di Milano e l'istituto Ambiente Italia.
Gli edifici italiani incidono su quasi la metà dei consumi energetici complessivi. E a questo impatto
va aggiunto quello prodotto dalle cattive scelte urbanistiche sulla mobilità delle persone e delle
merci. In un'epoca di crisi ambientale ed energetica non può basarsi su questo modello la città del

La Fondazione Legambiente Innovazione presenta in un affollato workshop in Camera di Commercio il suo primo progetto in vista dell'Expo 2015: La centrale di mobilità . Di cosa si tratta?
Un luogo fisico e virtuale in cui poter trovare informazioni personalizzate e servizi innovativi per spostarsi sul territorio, dove poter acquistare abbonamenti e offerte di viaggi integrati. Un luogo in cui poter acquistare, ad esempio, il biglietto per andare a teatro e allo stesso tempo prenotare l'auto o la bici messe a disposizione dai servizi di car sharing e bike sharing.
Vogliamo creare a Milano la prima Centrale di Mobilità italiana . Perché gli esempi virtuosi che sono nati e si sono sviluppati all'estero, ancora una volta fanno scuola. All'incontro (ecco il programma ), infatti, hanno partecipato ospiti stranieri che hanno illustrato il funzionamento e i risultati raggiungi a Francoforte e nella regione austriaca della Stiria ( ecco il file degli atti) .
