The great experiment that we would like to see in action at the Expo is a project which aims not to establish new land use, the most precious natural resource for a large metropolis. The system, already operating under the laws of other countries Europe (eg Germany), aims to determine a responsibility on the part of plans to transform the area in respect of environmental and landscape value of the land.
