fare per ammazzare il tempo e, con questo freddo i multicenter sono una
manna dal cielo!
Con i Led Zep nelle orecchie mi sono buttata in un
mondo di luci, visioni psichedeliche e centinaia di "occhio al prezzo",
i miei favoriti! Il mio ciondolare senza meta si blocca al terzo piano
, reparto libri, 4 ragazze con voci da isteriche si fiondano verso una
torre di libri, le odio quelle costruzioni, perchè basta prendere un
libro che cade tutto, anche solo sfiorandoli, alle volte penso che
l'unica cosa che li tiene in piedi siano le parole nel libro.
Mi
avvicino incuriosita ma appena leggo "La saga di Bella ed Edward
continua......"capisco già di essere di fronte a uno di quei libri da
"4 soldi" pieno di luoghi comuni e ovvietà strazianti sull' amore....mi
sono sacrificata comprando il primo dei quattro episodi, scettica
perchè Edward è un vampiro, ma andiamo, con tutti gli uomini della
terra proprio con i vampiri, adoriamo gli amori impossibili, allora
perchè non una maniglia?
Il libro è semplice e di facile lettura con
questo tempo è perfetto! La storia inizia con una ragazza diafana di
nome Isabella Swan, detta Bella bianca come la neve ecc ecc che si
trasferisce dal padre in un buco di città non distante da Seattle. Con
17 anni sulle spalle affronta il primo giorno in una scuola nuova, and meets the Cullens

Invece Gucci by Gucci per il suo spot, chiama a sé uno dei miti di
Hollywood, il cineasta David Lynch .
L' acclamata supermodel Raquel Zimmermann è la punta di diamante tra le
colleghe che danzano con immensa joie de vivre e spirito fashionista sulle note
di "Heart of Glass" dei Blondie. Nulla sembra distrarle in quel paradiso di lusso.
Solo un profumo che si fa largo come a golden wake, including the '

Nel 1961 divenne direttore del Telegiornale, facendo assumere giornalisti come Giorgio Bocca e Indro Montanelli.
Nel 1963 creò RT- Rotocalco Televisivo, il primo settimanale televisivo italiano e, sotto la Rai di Bernabei, contribuì al miglioramento dell’approfondimento giornalistico televisivo, con trasmissioni come Dicono di lei, in cui le interviste a personaggi noti ne facevano emergere la personalità.
Lavorò nei più grandi giornali italiani: la Stampa, il Corriere della Sera, l’Europeo; fu direttore del Resto del Carlino e collaborò alla fondazione del Giornale di Montanelli.

lacca per capelli e sogni di aspirante ballerina al Corny

arriva anche sui grandi schermi italiani, col sottotitolo
"Grasso è bello".

Era mercoledì pomeriggio che ho deciso di andare a vedere
David LaChapelle al Palazzo Reale. Erano le 16,30 e stranamente il 15
era vuoto, con tutta calma sono arrivata davanti al museo, e non so
perchè l' edificio mi mette sempre un certo entusiasmo e,
inconsciamente, spunta la faccia da intellettuale che crolla quando le
dicono :"4,50 euro ha l'abbonamento annuale del tram". Con voce da
suora dell'ordine delle Orsoline rispondo :" Ma è fantastico, grazie, e
Dio la benedica!" ero un' Orsolina no? Divagazioni a parte entro nella

Era mercoledì pomeriggio che ho deciso di andare a vedere
David LaChapelle al Palazzo Reale. Erano le 16,30 e stranamente il 15
era vuoto, con tutta calma sono arrivata davanti al museo, e non so
perchè l' edificio mi mette sempre un certo entusiasmo e,
inconsciamente, spunta la faccia da intellettuale che crolla quando le
dicono :"4,50 euro ha l'abbonamento annuale del tram". Con voce da
suora dell'ordine delle Orsoline rispondo :" Ma è fantastico, grazie, e
Dio la benedica!" ero un' Orsolina no? Divagazioni a parte entro nella

There are three guidelines within which to define the new rules that should underpin a fair and cooperation between levels of government involved in land management, with a participatory process, but with a clear identification of responsibilities, including those responsible for planning and carrying those of interest can be summarized as:
- Detection, with purpose or knowledge of reference and shared criteria, environmental and landscape elements to be protected, an action essential to manage through the new powers in relation to landscape and environmental permits, but especially because the region is and must remain, a value in itself;
- A land-use planning, combining the individual responsibility of the City with the need to overcome in terms of spatial planning the size of the City Council simplifying the tools and procedures and by giving a single entity supra the responsibilities of programming for the wider area;

Il Friuli Venezia Giulia possiede alcune caratteristiche specifiche e fondamentali da considerare for its facilities:

However, the risk to avoid is to be only a region of transition, a place of transit, which bear only the negative conditions (blockage of major roads east / west, infrastructure wear, noise and air pollution, deterioration of living conditions and the indigenous movement, etc..) with limited or no economic returns. Da ciò la necessità di promuovere ed attuare interventi infrastrutturali secondo priorità e con la costituzione di partnership secondo il patto di responsabilità per lo sviluppo.
Per la viabilità stradale ed autostradale è ineludibile dare attuazione ai programmi regionali ed ex Anas e della società concessionaria già definiti nonché ad aumentare la sicurezza di tali infrastrutture, con un progetto relativo alla sicurezza stradale.
Per la viabilità ferroviaria prioritaria è la realizzazione del collegamento dell’Alta Velocità/Alta Capacità Venezia-Slovenia, con le connessioni con Udine e Pordenone.
Per il settore aereo è necessario favorire lo sviluppo dell’aeroporto di Ronchi dei Legionari con la creazione di un hub transfrontaliero con Venezia e Lubjana.
Per la portualità vanno individuate per il porto di Trieste tutte le azioni di rafforzamento della connessione tra i porti e le infrastrutture viabili e ferroviarie nonché le connessioni funzionali possibili con Monfalcone e Porto Nogaro.
Nell’ambito delle dotazioni infrastrutturali notevole importanza è oggi rivestita da quelle di telecomunicazione e la disponibilità di esse nel territorio regionale, costituisce sicuramente un elemento che favorisce l’insediabilità di nuove attività economiche ma anche un miglioramento alla qualità della vita per i residenti. E’ un settore in rapida evoluzione e con una forte obsolescenza delle infrastrutture che si vanno a realizzare. Per tale prospettiva va riconsiderato il mandato della società di emanazione regionale che opera nel settore.

The priorities for action in an area so important to the regional economy and society are as follows:

1. La montagna
La montagna si presenta oggi come l’ambito ideale in cui promuovere nuovi processi di sviluppo grazie a una particolare storia di comunità caratterizzata da uno strettissimo rapporto tra ambiente, attività e insediamenti umani in un contesto estremamente complesso, difficile e sottosviluppato, ma che ha permesso lo sviluppo di una ricca identità forte di valori ambientali e culturali molto specifici.
Questi nuovi scenari di rinascita sociale ed economica emergono dalla progettualità introdotta dal Progetto Montagna che costituisce la metodologia di programmazione e di approccio allo sviluppo integrato di queste aree, territori fino a poco tempo fa emarginati che oggi hanno l’opportunità di far valere le proprie specificità e potenzialità di sviluppo all’interno di mercati nazionali e internazionali grazie a processi innovativi nel campo delle tecnologie e della comunicazione, e al miglioramento delle infrastrutture di montagna. Va garantito adeguato sostegno al progetto montagna raggiungendo, entro il 2010, l’obiettivo del finanziamento del 100% delle proposte sostenute da un adeguato e credibile piano di fattibilità. Riguardo a quest’ ultimo va inoltre accompagnata la capacità propositiva e progettuale della montagna attraverso la definizione di una serie di servizi da parte della competente direzione, o attraverso l’erogazione di appositi voucher per l’acquisizione sul mercato, che garantiscano la progressiva professionalizzazione degli interlocutori e l’ottimizzazione dei progetti.
Con la riscoperta delle potenzialità economiche culturali ma soprattutto della forte identità locale è possibile oggi per la montagna promuovere settori particolarmente strategici quale ad esempio il turismo con la duplice dimensione globale e locale in modo da tendere a un’offerta turistica innovativa di eccellenza come arma per vincere la competizione con gli altri mercati.
L’elemento peculiare di questa offerta turistica innovativa è il paesaggio che rappresenta un importante punto di riferimento per il progetto Albergo Diffuso, quale modello di gestione territoriale integrata, in cui la valorizzazione del paesaggio, gli interventi strutturali (le modalità e la qualità degli interventi di ristrutturazione), l’organizzazione dei servizi e la qualità degli stessi rappresentano gli elementi caratterizzanti and distinctive features.

Vanno quindi perseguiti, con adeguati strumenti pianificatori, ma non solo, gli obiettivi proposti dal nuovo Piano Territoriale Regionale, che si prefigge il recupero del ruolo di centralità dei centri urbani, attraverso un loro rafforzamento e una loro rifunzionalizzazione. E’, infatti, un obiettivo innanzitutto di efficienza, dal momento che permette riduzioni di costo dell’offerta infrastrutturale e fornisce al territorio servizi più accessibili che favoriscono condizioni migliori sia per la residenza sia per la produzione di beni e servizi.

Il diritto alla casa è quindi per noi primario obiettivo da tutelare, attraverso programmi per la realizzazione di nuovi alloggi, il recupero del patrimonio edilizio esistente, il sostegno all’acquisto della prima casa, la riattribuzione alle ATER della centralità della loro funzione sociale a sostegno delle fasce deboli.
La Regione, in armonia con le previsioni della Legge 9/07, è attore fondamentale per programmare a questo scopo, di concerto con i Comuni a maggiore tensione abitativa e le ATER, l’utilizzo di aree disponibili e di risorse finanziarie comunitarie, nazionali e regionali, nonché per coinvolgere risorse e soggetti privati nella realizzazione of this program.

1. Le idee guida
Non solo la pubblica opinione, ma il mondo scientifico tutto, è consapevole delle mutate condizioni del contesto ambientale, principalmente derivanti dal cambiamento climatico in atto.
Le indicazioni che la stessa U.E. offre consolidano l’orientamento a assumere la tutela e valorizzazione dell’ambiente quale asse strategico di una politica di governo regionale; un tale orientamento deve essere assunto nel quadro complessivo della promozione di uno sviluppo sostenibile della comunità regionale del Friuli Venezia Giulia.
E’ necessario quindi ripartire dall’assunto che la sostenibilità ambientale è alla base del conseguimento della sostenibilità economica e sociale: le seconde non possono essere raggiunte a costo della prima. Quindi, fondamentale per lo sviluppo sostenibile è il riconoscimento dell'interdipendenza tra sistema socio-economico e ambiente. Si tratta di un'interazione a due vie: il modo in cui è gestita il sistema impatta sull'ambiente e la qualità ambientale impatta sui risultati economici e sociali. Questa prospettiva evidenzia che danneggiare l'ambiente equivale a danneggiare l'economia e la società. La protezione ambientale è, perciò, una necessità piuttosto che un lusso.
La politica economica sociale ed ambientale della Regione FVG deve essere orientata e valutata in base al Bilancio Ecologico.
Tale strumento:
- è capace di promuovere lo sviluppo sostenibile di un’intera area;
- impone una visione sistemica e circolare della politica economica, differenziandosi dai parametri ambientali di tipo lineari utilizzati sin d’ora.
- non individua e non elenca emergenze ambientali, ma introduce una cultura “ecologica” che orienta le scelte di natura economica, sociale e ambientale, eliminando la logica degli interventi riparatori;
- supera i vecchi principi di quantificazione di stock e mette al centro dell’azione politica della Regione lo “spazio ambientale” e “l’impronta ecologica”;
- si identifica più come processo che come progetto, in quanto cerca di orientare tutti i soggetti e gli operatori the region so that they can compare trends with the objectives of ecological balance, offering the possibility to modify the planned interventions;

I principi ispiratori delle azioni in questo ambito sono i seguenti:

- le risorse rinnovabili non devono essere sfruttate oltre la loro naturale capacità di rigenerazione;
- la velocità di sfruttamento delle risorse non rinnovabili non deve essere più alta di quella relativa allo sviluppo di risorse sostitutive ottenibili attraverso il progresso tecnologico;
- la produzione dei rifiuti ed il loro rilascio nell'ambiente devono procedere a ritmi uguali od inferiori a quelli di una chiaramente dimostrata e controllata capacità di assimilazione da parte dell'ambiente stesso;
- devono essere mantenuti i servizi di sostegno all'ambiente (ad esempio, la diversità genetica e la regolamentazione climatica);
- la società deve essere consapevole di tutte le implicazioni biologiche esistenti nell'attività economica.
La sostenibilità ambientale, tuttavia, non deve essere interpretata con un approccio isolato e meramente vincolistico, ma una Regione che valorizza il proprio patrimonio ambientale e naturale, anche come volano per lo sviluppo di un turismo sostenibile in integrazione con le dimensioni economica, sociale e istituzionale, come eccellente opportunità per promuovere, attraverso la piena valorizzazione dei saperi e delle competenze che la stessa comunità and regional economy are.

Quindi, fondamentale per lo sviluppo sostenibile è il riconoscimento dell'interdipendenza tra sistema socio-economico e ambiente. Si tratta di un'interazione a due vie: il modo in cui è gestita il sistema impatta sull'ambiente e la qualità ambientale impatta sui risultati economici e sociali. Questa prospettiva evidenzia che danneggiare l'ambiente equivale a danneggiare l'economia e la società. La protezione ambientale è, perciò, una necessità piuttosto che un lusso.
La politica economica sociale ed ambientale della Regione FVG deve essere orientata e valutata in base al Bilancio Ecologico.
Tale strumento:
- è capace di promuovere lo sviluppo sostenibile di un’intera area;
- impone una visione sistemica e circolare della politica economica, differenziandosi dai parametri ambientali di tipo lineari utilizzati sin d’ora.
- non individua e non elenca emergenze ambientali, ma introduce una cultura “ecologica” che orienta le scelte di natura economica, sociale e ambientale, eliminando la logica degli interventi riparatori;
- supera i vecchi principi di quantificazione di stock e mette al centro dell’azione politica della Regione lo “spazio ambientale” e “l’impronta ecologica”;
- si identifica più come processo che come progetto, in quanto cerca di orientare tutti i soggetti e gli operatori the region so that they can compare trends with the objectives of ecological balance, offering the possibility to modify the planned interventions;

I principi ispiratori delle azioni in questo ambito sono i seguenti:
- l'ambiente va conservato quale capitale naturale che ha due funzioni principali: come fonte di risorse naturali e come fornitore delle condizioni necessarie al mantenimento della vita;
- le risorse rinnovabili non devono essere sfruttate oltre la loro naturale capacità di rigenerazione;
- la velocità di sfruttamento delle risorse non rinnovabili non deve essere più alta di quella relativa allo sviluppo di risorse sostitutive ottenibili attraverso il progresso tecnologico;
- la produzione dei rifiuti ed il loro rilascio nell'ambiente devono procedere a ritmi uguali od inferiori a quelli di una chiaramente dimostrata e controllata capacità di assimilazione da parte dell'ambiente stesso;
- devono essere mantenuti i servizi di sostegno all'ambiente (ad esempio, la diversità genetica e la regolamentazione climatica);
- la società deve essere consapevole di tutte le implicazioni biologiche esistenti nell'attività economica.
La sostenibilità ambientale, tuttavia, non deve essere interpretata con un approccio isolato e meramente vincolistico, ma una Regione che valorizza il proprio patrimonio ambientale e naturale, anche come volano per lo sviluppo di un turismo sostenibile in integrazione con le dimensioni economica, sociale e istituzionale, come eccellente opportunità per promuovere, attraverso la piena valorizzazione dei saperi e delle competenze che la stessa comunità and regional economy are.

1. Partecipazione e confronto
Per ogni piano o programma regionale avente impatto sull’ambiente, oltre alla piena realizzazione delle previsioni normative per quanto attiene alla Valutazione Ambientale Strategica (VAS), va promossa in via prioritaria una estesa applicazione della metodologia partecipata di Agenda 21, da intendersi anche quale forma di consultazione prevista dalla Direttiva 42/2001/CE.
Tutti i progetti relativi a grandi infrastrutture, che abbiano un impatto significativo sull’ambiente, dovranno essere portate a un “Tavolo di concertazione ambientale”, dove valutare le alternative design with the help of stakeholders and affected communities.

2. Participation in the term just ended
the regional administration, in keeping with the election program, has significantly shifted the focus of its policy towards a model of sustainable development through the adoption of Agenda 21 methodology, structuring three business lines:
- a structure Operational dedicata, la promozione e il sostegno di esperienze locali, l’applicazione della metodologia a due importanti processi di pianificazione quali il P.T.R. (Piano territoriale Regionale) e il P.E.R. (Piano Energetico Regionale).
3. Agenda 21
L’approccio sino ad ora sviluppato in casi limitati, ma con grande successo, va adottato nella prossima legislatura come approccio sistemico a tutti i processi decisionali che hanno maggiore impatto sulla trasformazione del territorio e sulla vita della comunità. In tal senso, quindi, dovrà essere potenziato il servizio regionale competente, già strategicamente collocato presso la
Direzione Generale, e andranno ulteriormente valorizzate le esperienze della rete regionale degli
Enti Locali che realizzano progetti di agenda 21, anche approfittando delle previsioni della L.R.
5/2007. Tali esperienze dovranno essere sostenute nella loro evoluzione da progetti a processi, così intendendo la loro transizione in ordinaria attività degli Enti stessi.
A livello regionale l’approccio metodologico di agenda 21 assumerà progressivamente il carattere
di processo strutturato, che accompagni i piani e i programmi non nella sola fase di predisposizione bensì anche in quella di implementazione dei piani stessi. La Direttiva 42/2001/CE (VAS) verrà adottata per tutti i piani e programmi regionali aventi impatto sull’ambiente.

1. The environmental legislation
Legislation remains central to meeting environmental challenges and full and proper implementation of existing legislation is a priority. For this reason, we propose two ambitious goals:
- the drafting of an Act of the Environment;
- the preparation, integration and coordination of the various planning tools and programs on the environment.
2. Change climatico
E’ necessario integrare gli obiettivi del cambiamento climatico nelle varie politiche regionali e segnatamente nella politica energetica e in quella dei trasporti. La sistematica attuazione del piano energetico regionale dovrà portare la nostra regione al pieno rispetto dei parametri e delle scadenze previste nell’accordo di Kyoto.
Obiettivo prioritario è la riduzione delle emissioni dei gas a effetto serra, obiettivo che intendiamo perseguire con l’implementazione delle misure specifiche che seguono:
- interventi per migliorare l'efficienza energetica;
- sfruttamento delle fonti energetiche rinnovabili;
- promozione di accordi con l'industria;
- programmi di risparmio energetico.

To achieve that objective should be put in place a series of actions, such as:
- action to promote energy saving in buildings (energy certification of support for themselves, and adjustment of public buildings);
- support for the dissemination of PV;
- biomass, to be understood as the closure of local industry;
- incentive measures to support a use of public transport, particularly by workers and students commute;
- Incentive measures to promote the transition from road to rail transport of goods;
- action to promote the use of best available technology for installations permitted to emit greenhouse gases.
4. Renewables
The big challenge with determination, however, is that of renewable sources, with the aim of ensuring in the medium term in the first FVG lowest possible environmental impact, but also secure the same level of supply in the best economic advantage.
After approval by the Regional Energy Plan and new measures of the Rural Development Programme and the Competitiveness and Employment Objective will necessario dare un significativo impulso alla crescita di un sistema di produzione e consumo energetico da fonti rinnovabili sia naturali (sole, vento, geotermia, acqua) che primarie (legno, oleaginose, biogas, zuccherine, ecc.) le cui potenzialità appaiono enormi in termini di energia producibile e di sviluppo tecnologico, di innovazione e occupazionale per il sistema produttivo regionale.
Si tratta di orientare le scelte verso un sistema di producibilità energetica fortemente collegato al territorio, alle sue produzioni, all’integrazione di filiera, in grado di mantenere il valore aggiunto nelle mani dei produttori. Vanno create nuove professionalità legate all’energia quale settore strategico su cui costruire autonomia, well-being, environmental quality.

- the dissemination of biogas plants and oli vegetali per integrare i redditi degli allevatori e agricoltori con l’obiettivo dell’70% di presenza di tali impianti nelle aziende di media/grande dimensione, attraverso adeguate misure di sostegno sia economico che progettuale;
- l’installazione di impianti solari, fotovoltaici, eolici, con l’obiettivo del 10% di produzione del fabbisogno a fini residenziali;
- la valorizzazione delle risorse geotermiche dando priorità alle aree in cui esse sono state individuate dal recente studio e dalla relativa carta messa a punto dai competenti servizi dell’amministrazione regionale.
