The transformation of the IACP in ATER distorted the role of social housing, has completed a new horizon of needs, represented by all the more vulnerable to economic insecurity, and social work, whose income often does not permit ' purchase of housing and access to loans. This makes it necessary to recover the part of the Region in the function of direction and scrutiny of the ATER and planning the implementation of housing need through the distribution of available resources coordinated with other interventions in materia di edilizia residenziale pubblica.

Il diritto alla casa è quindi per noi primario obiettivo da tutelare, attraverso programmi per la realizzazione di nuovi alloggi, il recupero del patrimonio edilizio esistente, il sostegno all’acquisto della prima casa, la riattribuzione alle ATER della centralità della loro funzione sociale a sostegno delle fasce deboli.
La Regione, in armonia con le previsioni della Legge 9/07, è attore fondamentale per programmare a questo scopo, di concerto con i Comuni a maggiore tensione abitativa e le ATER, l’utilizzo di aree disponibili e di risorse finanziarie comunitarie, nazionali e regionali, nonché per coinvolgere risorse e soggetti privati nella realizzazione of this program.
