La tutela dagli inquinanti dell’acqua, dell’aria e del suolo costituisce il fondamento dell’azione di tutela dell’ambiente.
Tale tutela, tuttavia, stante l’evoluzione avvenuta nei servizi pubblici locali e in particolare per quelli relativi al suolo (rifiuti) e all’acqua va considerata unitamente all’obiettivo di assicurare condizioni favorevoli per i cittadini-utenti, in un mercato, quello delle multiutility, fortemente condizionato dalle scelte finanziarie degli enti locali o delle società di diretta emanazione degli stessi.

Per l’acqua risultano strategiche alcune azioni relative sia agli investimenti sia alla gestione del ciclo integrato e in particolare:
- Migliorare il rendimento dei servizi a rete, per incentivare il risparmio delle risorse idriche e le qualità del servizio;
- Sostegno alla sostituzione degli impianti e delle condotte, per diminuire i rischi di vulnerabilità della rete, nei limiti consentiti dalle normative force;
