1. Partecipazione e confronto
Per ogni piano o programma regionale avente impatto sull’ambiente, oltre alla piena realizzazione delle previsioni normative per quanto attiene alla Valutazione Ambientale Strategica (VAS), va promossa in via prioritaria una estesa applicazione della metodologia partecipata di Agenda 21, da intendersi anche quale forma di consultazione prevista dalla Direttiva 42/2001/CE.
Tutti i progetti relativi a grandi infrastrutture, che abbiano un impatto significativo sull’ambiente, dovranno essere portate a un “Tavolo di concertazione ambientale”, dove valutare le alternative design with the help of stakeholders and affected communities.

2. Participation in the term just ended

3. Agenda 21
L’approccio sino ad ora sviluppato in casi limitati, ma con grande successo, va adottato nella prossima legislatura come approccio sistemico a tutti i processi decisionali che hanno maggiore impatto sulla trasformazione del territorio e sulla vita della comunità. In tal senso, quindi, dovrà essere potenziato il servizio regionale competente, già strategicamente collocato presso la
Direzione Generale, e andranno ulteriormente valorizzate le esperienze della rete regionale degli
Enti Locali che realizzano progetti di agenda 21, anche approfittando delle previsioni della L.R.
5/2007. Tali esperienze dovranno essere sostenute nella loro evoluzione da progetti a processi, così intendendo la loro transizione in ordinaria attività degli Enti stessi.
A livello regionale l’approccio metodologico di agenda 21 assumerà progressivamente il carattere
di processo strutturato, che accompagni i piani e i programmi non nella sola fase di predisposizione bensì anche in quella di implementazione dei piani stessi. La Direttiva 42/2001/CE (VAS) verrà adottata per tutti i piani e programmi regionali aventi impatto sull’ambiente.

Obiettivo prioritario è la riduzione delle emissioni dei gas a effetto serra, obiettivo che intendiamo perseguire con l’implementazione delle misure specifiche che seguono:
- interventi per migliorare l'efficienza energetica;
- sfruttamento delle fonti energetiche rinnovabili;
- promozione di accordi con l'industria;
- programmi di risparmio energetico.

1. Gestione delle risorse naturali

A. Parco internazionale del Carso
Particolare significato assume la costituzione del Parco Internazionale del Carso, che potrà dare promozione e tutela dell’area transfrontaliera e che rappresenta un valore naturalistico ma anche socio-culturale di inestimabile valore che può così divenire modello di uno sviluppo sostenibile anche per altre realtà. La gestione del parco andrà affidata alle amministrazioni comunali in forma associata.
B. Parco del mare
D’intesa con le amministrazioni locali la Regione si adopererà per garantire il supporto finanziario di competenza al progetto, supportandone l’impatto turistico attraverso l’inserimento all’interno dell’attività di promozione di Turismo FVG, by ensuring adequate international exposure.
